for architecture design and specification : systemC
for VHDL you could use ghdl : ghdl.free.fr
for verilog : icarius verilog
for waveform viewing : gtkwave


Past this design point, i did not know any usable FOSS tools.

For synthesys, xilinx and altera provide non-charge tools.
