[f-cpu] VHDL HOWTO for the F-CPU

hello,

i have uploaded a slightly updated version of the HOWTO
i wrote about the tools and the VHDL code.

Because i might be extremely busy on non-F-CPU
stuff (at least, not directly), it would be cool
to include it in the GAOS CVS tree. I think that i will
also commit the rest of my local files because my silence
could last up to one year : i don't want to keep others from
working on F-CPU sources. my latest snapshot (without the
updated HOWTO) is also available from seul.org.
