Also "selective" denial of service attacks, as introduced by
one RProcess -- nodes the adversary likes are flooded just
a little bit, or their communications sabotaged just a little bit.
Not enough to take them down, but enough to ensure that they
tend to be used less often than nodes which are not being so sabotaged,
which the adversary may control.
