I'm no Debian expert, so this isn't authoritative in any way. However, I
ran into some similar issues when trying to get the Fink packages working
(Fink uses apt and dpkg internally).

There is a subtle difference between "remove" and "purge". "remove" will
leave configuration file entries in the file database, and this seems to
be true *even after* you remove the file itself. I get into the habit of
purging packages after I remove them and verify that they are no longer
needed.

In dselect, use the "_" key to purge (as opposed to "-"), then reinstall.

Disclaimer: I haven't actually used the Debian gEDA packages themselves.
