There is a new snapshot of Icarus Verilog. The main motivation
for this snapshot is to get some changes from Tony out there
and in the field (especially to my co-workers) so there aren't
a whole lot of changes. But there *are* some useful fixes.

And as usual, the "precompiled" subdirectory includes packages
binaries for various system types.

Release Notes for Icarus Veriog Snapshot 20040209

The autoconf related structure has been regularized throughout some of
the source subdirectories. This makes the configure input files more
consistent and maintainable. It also makes the various subdirectories
less dependent on the parent directory.

The compiler now supports initialization of output ports that are reg
variables. This is part of 2001 support.

The default format for numbers (i.e. $displayo makes octal the
default) is now properly supported.

LXT2 support should support 64bit file offsets, and also splits huge
output into multiple files.
