I've a question on how the raise-dialog-boxes-on-expose variable should 
be set. As the raising of windows should be handled by the gtk2 libs 
now, I think the variable should be set to "disabled" by default in 
system-gschemrc.

If all things work fine, then the variable and the raising function may 
be removed (x_dialog_raise_all() in x_dialog.c)
