As of a few months ago we do have a mechanism for doing that. The
"package tracking system" (http://packages.qa.debian.org) allows you to
"subscribe" to a package. It's requesting confirmation from the
subscribing address though, and I'm not sure how noisy it's going to
get. (ie I'm not sure exactly what email messages it sends out.)
