gEDA: Icarus Verilog web page

This evening I sepnt a few hours playing with gimp and apache. I have
for test a web page for Icarus Verilog. It's kinda bland, but I think
it says the important things.

I'm not yet ready to call it the official web page for Icarus Verilog,
but there it is, just waiting for comments and suggestions.
