I deleted the file, then did file->save layout.

  select->disperse all elements
  drag U101 to a new location
  file->save layout
  file->quit program
    OK to lose data?  - seems to be a disconnect here

  file->save layout as
    xx.pcb
    click open
  file->quit program
    OK to lose data?  - seems to be a disconnect here too

  xx.pcb was not created.  The timestamp on board.pcb was not changed (ls -l).
