gEDA-user: PCB: pads, pins and silk

I suggest the following solution to the pads, pins and silk problem:
1) Users will be encouraged to scratch with silk over pins and pads as
   much as they want
2) I have already asked my PCB manufacturer how far silk edge must be from
   copper edge to be guaranteed that no silk gets onto the copper.
   Please think up a suitable 'Pcb' file line name for it.
   Possibly SilkRemovalBloat?
3) When the silk will be printed, the pins and pads will be bloated by the
   aforementioned amount and subtracted from the silk.

IIRC, the momental state of affairs is the said, except that SilkRemovalBloat=0.
