The problem is with the build system.

I spent most of January working on just that, then there were 
other things that got in the way of any progress, including 
moving.  Mid summer, I decided that stable release would come 
from New York, not from Michigan, in order to not delay the move 
or release something with problems.

Again, 2009.12 code is sufficiently robust as to be ready.  
Problems are with the build system, as related to plugins.

I'm in New York now, so things should get moving again soon.

Debian (and several other distros) do include development branch 
releases of other projects.  I had hoped they would here, but 
they haven't, even in Debian "unstable".

Some distros have old development snapshots .....  FreeBSD has 
2008.06.08, Mandriva has 20060830 (which is older than 0.35), 
NetBSD has 20060708 (older than 0.35).

Only Gentoo has 2009.12.07.

Meanwhile, I see snapshots of Gimp and others all the time.

It is important to developers that the "unstable" distros DO 
package the development branch, to test it and provide feedback.  
Hamish and Chitlesh, how about it?
