Okay, there's code to test in my github branch "20_uri_nonconformant"
in repository at git://github.com/nmathewson/Libevent.git.  It doesn't
go as far as Squid, but it should solve your issue.  Even more
nonconformance-toleration is probably going to wait.  I expect to
merge it into the 2.0 branch soon unless issues crop up.
