I assume you meant "but is it documented behavior and expected to be
kept in all future version?" ?  The answer is "Yes."

From the documentation in event.h:

  If the event in the ev argument already has a scheduled
  timeout, the old timeout will be replaced by the new one.

So it's at least documented, and we do intend to maintain it.
