I agree with your request.  I add only the request that we do not implement 
things that could be safely put off until "version 1.1".  :-)

But I agree that a basic implementation of each of the four pieces you name is 
required for version 1.0, as well as some implementation of "trust management", 
if only the user-does-it-herself kind.
