93.27% is the best we can do?

According to http://privacy.outel.org/minion/nlist.html our network is VERY unstable. The best we can produce is 93.27% uptime.
Even though I know that my mixminion server has an uptime of > 99.8%, it's not showing in the stats as such... 
Well, either I am wrong or the stats ( http://privacy.outel.org/minion/nlist.html ) are wrong. You take your pick...    8-)
