 browser.sessionstore.privacy_level == 2

 I've not touched any settings or installed any add-ons yet. The same
 things happens with a new profile in a separate directory, and I have
 noticed that the file is not created until you close Tor Browser. Refresh
 the profile directory right before and after closing TB to make sure that
 you have the most recent view.
