Comment(by brade):

 We just modified Tor Launcher extension so that, if TOR_SKIP_LAUNCH=1, it
 will not display the configuration window or start a tor process.  There
 is also a hidden browser pref. that does the same thing
 (extensions.torlauncher.start_tor=false) but having an env variable makes
 sense as well.
