 Here are the rules that debian uses to configure Tor:
 https://gitweb.torproject.org/debian/tor.git/blob/HEAD:/debian/rules

 It looks like the requisite magic may be "--sysconfdir=/etc" ; the other
 configure options may be needed too.

 (There is probably a better way to do this, but I don't know debian
 packaging so well.)
