 Difference of outerHeight and innerHeight is only about titlebar. For OS
 Windows this difference includes borders yet (for Win7 where no menu bar
 by default, window.mozInnerScreenY == window.screenY, but inner and outer
 sizes are different because border only).
 I guess it depends shell interface used for gnome, but I believe next
 after OS Windows userbase affected by this "outerHeight == innerHeight"
 bug (or feature).
