 I managed to get rid of most of the non-determinism in rulesets.sqlite by
 executing VACUUM before closing the connection, yay. There's still a few
 bytes different near the start of the file:

 Anyone who wants to take a stab at this should look at
 https://www.sqlite.org/fileformat2.html for nonces/timestamps.
