 Because our infrastructure volunteers are all full up on the current
 stuff, and nobody wants to load them down with this too.

 That said, I agree with you that it would be nice to do this. For many of
 our infra machines, it is as simple as installing the Tor deb, and adding
 a few lines to the torrc.
