 I agree with the sentiment from the mailing list discussion that
 doc/HARDENING probably belongs on the wiki. At most, a link could be put
 somewhere in doc/. I wrote it mostly for new relay operators, who are
 unlikely to look in doc/ to begin with, and putting a guide like this in
 the codebase implies a degree of authority that I don't have.

 If anyone disagrees, let me know. I'm happy to see this document wherever
 it'll be used most.
