 Replying to [ticket:15797 supermario]:

 directions in #13353 but disabling private browsing mode didn't work to
 enable the certificate storage.

 Did you restart the browser? I ask because this step is crucial.

 Hrm... This might be a different bug. #13366 should have solved this if
 you allow writing things to disk. Is this wrong? Anyway, I am not so happy
 with just showing a message. I think we should allow users to import
 certificates without the need for them to do preference enabling/disabling
 as this is error-prone.
