 No, is not about wheezy in particular, is Debian policy in general. And is
 not about login shells, is about privileged accounts: regular user
 accounts do not get sbin in PATH. See: https://www.debian.org/doc/manuals
 /debian-reference/ch01.en.html#_the_literal_path_literal_variable

 And no, what makes sudo work is not "-i", is sudo itself: sudo will
 override the PATH with the value in "secure_path" (sane security measure).
 That "secure_path" does include sbin directories.
