 It should be fixed by the patch in branch `bug_25746`:

 This patch is fixing the issue with the `tor.git` submodule. The content
 of the https-everywhere archive is the same with or without this patch. I
 also checked that it is working correctly with a git repository containing
 more than one submodule.
