 Derived from parent ticket; quote from comment 1 there:
    ... there should be a file that explains how to run fallback_dir.py and
 those instructions should probably be converted into an Ant task. This
 fetches the latest fallback directory fingerprints from tor's source code
 and creates a JSON file that is used by Relay Search for marking fallback
 directories.
