 Another interesting characteristic of this phenomenon is that there is a
 correlation between the incidence of the behaviour in which a Tor client
 will reach out to introduction points many times in futility to reach a
 particular service, even when the Tor clients in question reside on
 different machines living on different parts of the Internet.  Suggest
 that this means that there is something specific to the service that
 periodically breaks.  Since restarting Tor solves the problem almost
 always, we might surmise that something cached is going stale.

 This corroborates the inference that the introduction points are at fault.
 They are contained in the onion service descriptor, which is cached by the
 client.
