 Download a new install file:
 https://www.torproject.org/download/languages/ - I assume you want the
 64bit English one for Windows

 When you install it, chose a new directory you have never used before:
 - e.g `C:/TBTest/Tor Browser`

 Disable Avast (if you don't want to uninstall it). Run the new Tor Browser
 (the shortcut if you didn't create one, is in the folder you installed it
 to)

 Report results back :)
