 I included the number of site requests to cloud.tp.o for comparison. We
 shut down that site in May 2015. Just to show that the numbers don't go
 down to 0 but to a few hundred per day.

 Regardless, I think a good time to turn off atlas.torproject.org was in
 the second half of 2018. Those short-term peaks at the end of 2018 and in
 the first half of 2019 are nothing to worry about.

 So, stated differently: I'd say that we can finally turn it off now!
 Changing to needs_review for irl to spot.
