 Intriguing!

 That provides support for teor's theory that it's actually parallel ipv4
 and ipv6 connections from the directory authorities, not two overlapping
 ipv4 connections.

 Especially since your number ranged from 4 to 5, and the numbers in #24841
 and #26199 ranged from 3 to 6. Not all of the dir auths do ipv6 testing,
 so if anybody had a number of 8 or 9 it would be easier to rule out the
 ipv6 theory.
