 So the only hard part of my "hold off on descriptor fetches and circuit
 building until we have a fresh consensus or are persuaded we won't get
 one" is the notion of "persuaded that we won't get one."  What's the right
 rule there?  We have tried to fetch a new consensus N times and failed?
