 us to have quicker results and make more experience with keeping multiple
 GeoIP databases in memory, which in turn may reduce the effort to come up
 with a new single file format.

 This means doing the whole file format dance twice. Not sure if this is a
 good idea?  I'm not sure what the next step is here :/
