 Maybe it will in the future. I plan on returning to arm development soon
 so feature requests welcome. :)

 Good question. Same address is fine, but duplicate address/orport
 combination of course would be problematic. My hunch is that they'd reject
 the descriptors for the newcomer until the old relay disappeared but
 haven't checked the code.
