 After some thought, realized that disturbances in
 cell forwarding by client circuit formation
 can probably employed in traffic confirmation
 analysis.  Further, it seems unlikely that
 improving the transaction granularity of the
 client code will eliminate the potential for
 traffic confirmation as long as the work is
 performed by the same thread.

 Created bug #16824 to recommend that simultaneous
 client and relay operation be discouraged with
 a new configuration parameter.

 This ticket may still have relevance as it appears
 circuit creation failures incur excessive processing
 relative to nominal circuit creation and that this
 area should be improved.
