 Shondoit asks:

 Should the install degrade gracefully when not run as administrator, i.e.
 Install binaries to AppData? Or should administrative rights be required?
 Are Tor and Vidalia able to handle such an install? Should components like
 openssl, zlib and qt libs be installed as shared or isolated? Is there a
 reason we're using wix but output an exe instead of msi?

 He also suggests that #3861 and/or #3757 are most likely related to this.
