 I can reach http://www.elections.org.nz/elections/system-of-
 government.html just fine over Tor.

 As for why you can exit from "all countries except New Zealand", no, you
 can only exit from relays that exist, and there are only a few thousand
 relays currently, not evenly distributed.

 At the time of this ticket (and probably now, I haven't checked) there are
 no relays in New Zealand that allow exiting. (See
 https://www.torproject.org/docs/faq#ExitPolicies)
