Comment (by teor):

 I now have the bootstrap process down to 30 seconds with changes to the
 TestingServerDownloadSchedule, TestingClientDownloadSchedule, and
 `MIN_INITIAL_VOTE_INTERVAL_TESTING`. I have defined
 `MIN_INITIAL_VOTE_INTERVAL_TESTING` as half of
 `MIN_VOTE_INTERVAL_TESTING`, as there is no previous consensus to clash
 with.

 This should make dgoulet happy.

 Updated attachments to follow.
