 Hi Nick, tor changes pushed today cause tor to crash when calling SETCONF
 to create a hidden service. Regression caught courtesy of our jenkins
 instance running stem integ tests. Here's how to repro...

 {{{
 % mkdir /tmp/hs_dir
 % chmod 700 /tmp/hs_dir
 }}}

 Then through the tor control port simply call...

 {{{
 SETCONF HiddenServiceDir="/tmp/hs_dir"
 }}}

 This crashes tor right away, though I don't have much more visibility into
 what is going awry.
