Comment:

 I don't think we want to flip all the prefs mentioned in the description
 especially as not all of those prefs are existing anymore. Moreover, the
 ticket got hijacked by some PGO attempt which stalled. We have PGO for
 Linux e.g. in #31133. I've created #32759 for the general idea originally
 mentioned. Closing for now.
