 Replying to [ticket:1854 arma]:

 A cleaner way to run the experiment would be to take away their Fast flag.
 I could imagine putting in a consensus param that authorities look at (off
 by default), so we can easily modify the values over time and see how the
 torperf output changes.

 We should also ponder if we really mean consensus bandwidth here, or if we
 mean relay descriptor bandwidth. Currently the Fast flag is assigned based
 on relay descriptor bandwidth.
