 Nick looked at this and thought it was ok? Then I'm fine putting it in.

 I still haven't looked at it enough to have any strong guesses about
 whether it will break something unexpected. For example, I worry about
 some edge case that lets you crash a Tor by giving it a link to follow.
 But then, it's a privacy issue as-is, and 0.2.1 is the branch where dot-
 exit is enabled by default, which is why we're still considering this for
 backport at all. (How different is the backported version from the one
 that's been in 0.2.2 for a while?)
