Comment:

 It looks like this is only for using OpenGL to accelerate rendering of
 layers and drop shadows. It seems benign for now, as disabling it probably
 won't change the fingerprint of rendering in a substantial way (since
 you'd still be able to fingerprint how fast the unoptimized renderer
 performs). Also, if we're worried about performance fingerprinting, I
 think we want more general approach (#3059).

 Retagging for ff24-esr to look at it again then.
