 Sebastian is the current maintainer for TorBEL. We should handle the
 migration, both to make his life easier and to check that we have a sane
 API for PathSupport use cases. TorBEL doesn't use PathSupport (yet), but
 modifying it to do so is probably a sane plan. Sebastian will be around
 for input during the migration.
