 Further down in the design doc you'll find

 zoom/viewport-based mechanisms that might allow us to always report the
 same desktop resolution regardless of the actual size of the content
 window, and simply scale to make up the difference.

 pointing to #7256 (and indirect to #7255). Marking this as a duplicate of
 #7256 then.
