 Second part of #3521, this is the ability for the controller to retrieve
 an HS descriptor of a service run by a user (a local hidden service
 basically).

 To make things perfectly clear, this is NOT a command to '''fetch''' a
 descriptor but a way to retrieve the content of an hidden service
 descriptor running on the same relay as the control port.
