Comment (by teor):

 We could allow only 2 simultaneous directory connections by setting
 TestingClientBootstrapConsensusMaxInProgressTries. But that would reduce
 bootstrap reliability on connections where some relays are blackholed.

 We can also tune the connection schedules introduced in #4483 to make sure
 we don't try too many connections at once.

 But I think the most effective change would be to increase the 10 second
 timeout in connection_ap_expire_beginning() to 20 or 30 seconds, and see
 how that goes.
