 When Tor is idle, we should fetch directory information less aggressively,
 not build predictive or probe circuits, and so on.  We should provide a
 way for controllers to manage idle mode: to tell Tor to enter it early,
 and to leave it in part of in full.

 This is related to proposal 286.
