Comment:

 Need to review those more closely; it's an interesting idea.

 What happens if we try to CREATE a circuit which we think we have already
 DESTROYED, but for which the DESTROY cell is still pending?  It seems we
 send CREATE cells immediately, and when we make a create cell, we could
 pick any circuit ID which isn't used ... including ones where we're going
 to send a DESTROY cell soon.
