 Re-opening this issue, but for the Stem side.  I found that ides published
 52 votes in January 2010 supporting consensus method 9 but without
 "directory-footer" line.  I'm not sure what to do there.  On the one hand
 it's no big harm for Stem to ignore them as malformed, but on the other
 hand it might be useful for some analyses to parse them anyway.  Here's an
