 No, that's a different issue.

 There is already an easy way to disable javascript in TBB 3.5:
 https://trac.torproject.org/projects/tor/wiki/doc/TorBrowserBundle3FAQ#HowdoIdisableJavaScript

 The goal of this ticket is to let the user select a security posture,
 which would affect multiple settings, before any pages are even loaded.
